I have c3c, i keep hearing people say there is Austria.

Well. I dont have Austria.

You have it, you just have to mod it into the game.

You'll have to replace one of the 31 civs if you want austria. Choose the one you want replaced, and then do it in the editor. (I think that's how you do it - I haven't done it myself)

No, it's there in the Napoleon scenario as well.

You know, one time in the editor, even w/ all 31 civs and barbarians, I was able to add the Austrians without deleting any of the others. (Although after I did that the add button grayed out) Unfortunately, this only lasts as long as you have the file open in the editor - after that, it automatically deletes the Austrians.
