Beyond opening up the game in worldbuilder and deleting each civ in turn until it doesn't do this, there isn't much you can do. It also may have such an impact on the game that there's no point in continuing even if you can. If there's a new colony just been made that's the usual suspect for this error - they seem to cause a lot of problems when they turn up in the modern age.
Your problem is fixed in 3.13 at least, so you should be ok continuing your game when the patch is released
It is possible that it is fixed in Solver's unofficial patch too.. I didnt check.
It seems unlikely save game compatibility will be maintained in the change to 3.13. Most of the big patches for vanilla and Warlords didn't. You shouldn't encounter this in games started after the patch though.
