Please explain to me why I need to wait two three minutes after making a post before I can make another?

Flood control is 30 seconds. Where is this happening? Can you post a screenshot?

I have gotten waits from 80 to 95 seconds. I got 98 seconds for this post. It happens regularly to me in OT.

whose spam is it designed to frustrate? Spam bots? Spam by members?

How frequent are those attacks? IIRC, in the past they were somewhat seasonal. In any case having to wait three minutes between posts is quite excessive. 30 seconds seems marginally acceptable.

Not sure it is best to provide stats in SF as spammers can tell how they are doing versus site defenses.

It is only for people in the "Registered" usergroup, until they reach the 5-day / 5 post-group, which for whatever reason (probably because you were a moderator) you weren't in. I've added that usergroup back in to your profile, so hopefully it should fix it.
