Hello one and all:
I have just started playing CivIV. I found to my surprise that when I attempted to unload passengers from my galleon, they sometimes refused to land and, worse, were left stranded walking on water. These water walkers would happily walk over any body of water but refused to set foot on land.
Is this a bug?
