Espionage is good late game when you have 3 times more cities than opponents.
Any strategy is good in such case though

You don't really need 1.5 workers per city. Especially if tiles overlap.

I don't think it's bad advice for beginners though. You can't really expect optimal worker micro at that level.

Assuming they are not farming every plains tile in sight. Or mining every hill instead of focusing on city growth and cottages.

If i am working unimproved tiles I am whipping workers.

As the guy who has had "You need more workers" in my signature for two decades, I am finally willing to concede that often, people end up with too many workers.

But it was prudent information when my hair still had color in it.

I almost won a space race victory with Ramesses II of Egypt, but someone sabotaged my spaceship parts several times. I suspect it was De Gaulle of France. I guess the only defenses against this are security bureaus and counterespionage missions.
