Wanting primary color flag background

I am trying to make a UK flag for England and I the problem is it is using the secondary color (red) as a default background to the flag which makes the flag appear black and red. If I change the secondary color to white, it works perfect. I like having England as white as the promary color though. This makes the NPC (England) cities unreadable in population. Anyone know of a way around this by chance? I really dont want to change England from white.
