War and Science

Hello!
This is my first post. I hope you can help me. I'm begining with civ3 but I played Alpha Centauri in the past.
I am currently playing a game Warlord level, Middle Ages almost Industrial. I had a long war and now I'm backward in science. Do you guys have a tip or something on how I can have my lead on science back... or how to avoid this to happen?

trade trade trade, don't try to keep up in science with ai their research rate are way high, i think it start at regant, and up. basically what i do is do basic research then start to buy and trade tech from ai

helps me keep up.
 
On warlord you shouldnt have to much problem to catch up, i dont know how much city you got ( on std map 16-20 is very good). built university and bank, swithch to democraty, disband non -neccessary units ( about 10 % of your budget on soldier is fine), be sure your city reach size 12, without entertainer ( luxuries+marketplace is very strong, cathedral and coliseum if necessary).
 
Also, spare the AI's last city, sue for peace and get any techs that they have (including gold, workers, hard-to-reach cities, etc.).

Btw, I discovered Steam Power but I can't upgrade the roads to railroad what could have happened??
 
Do you have coal and iron? And is it connected?

Also, the more civs that have possesion of the tech you need, the cheaper it is. And they overask. If you change the gold amount then you might save a little gold.
