Short summary of history of this game might help you with the diplomatic situation. As I am the 2nd newest player in this game I might get something wrong or leave out something important, but here it goes:
Soon after start, Britain (with different player in charge) goes on rampage and starts wars left and right. Mainland Europe unites and soon everyone is at war with Britain (except Russia?)
Britain is heavily outnumbered and starts losing badly, eventually leading into situation where all oversea-territories are gone and French invasion army is enjoying British scenery. At this point, Hawklord takes charge of Britain and manages to get rid of the invasion forces. At this point Britain is leading heavily on VP's because of all the war efforts, which have made it hard for Hawklord to negotiate peace with most of the nations.
I take charge of Ottomans and soon after Russia starts his long time ago planned attack on the Ottoman empire. Initial blow is absorbed with somewhat minor losses on both sides. Soon Austria and France joins the war on Ottoman side and things start to get ugly fast for heavily outnumbered Russia.
At this point France is getting points fast and is clear 2nd in VP's. Eric gets (understandably) bored in the other side of Europe and starts brave war against much bigger France.
After some time France starts to advance quite heavily on Spanish lands and also manages to fend off decent sized invasion fleet from Britain. Together with the gains from Russia this brings France to even situation with Britain VP vice.
I left out most of the player changes and lots of other stuff, add if you want to.
Hopefully this clears situation a bit.
Russia and Britain were at war when I joined. But we made peace fairly soon after, probably prior to Russian invasion of Ottomania.
Now France will control all of Europe unless Prussia and Austria wake up to their danger.

My mistake, it is the civ 3 multi-tool that requires the password,
the multi-player tool does not. Spain has been reassigned to the
