I was sitting in class tonight and my prof mentioned something about the Hebrew exile to Babylon... he said, "The amazing thing about refugees is that they tend to assimilate into other cultures and lose their own identity."
Then I thought...why doesn't civ do this?
Would this be an interesting balance mechanic for DOWs?
Here's how I see it working:
Aztecs declare war on England. Small map (4 players?)
Monty takes one of Elizabeth's cities (pop 6) a few rounds in...nothing happens because she is still in control of her capital.
A few rounds later her capital (and last city) falls.
What would it look like if the fall of England produced refugees to the rest of the surviving civs?
A pop increase in the nearest cities, proximity wise to the capital of fallen England?
Do you think an addition of this type of mechanic might balance "OP runaways" by "boosting" the other civs?
