War Weariness/Envoy ?'s

I will start by asking if anybody knows what all influences war weariness. If I just stay within my borders, it isn't a problem at all, when i go out and attack, it gets to be a real problem really quickly.

This is my current experience. I am playing greece under democracy in about 1890. I am 7-10 tech's ahead of the ai civ's on regent level. I own approximately 2/3rds of the smaller continent on standard size/normal continents.

I researched synthetic fibers in about 1890 and started making about 6 armors every 2 or 3 turns. Then i signed a ROP agreement with the zulu, who occupied the remaining 1/3rd of my continent, and 2 cities on a small island. Through the next 20 turns, I fortified my armors outiside of all of zululand's cities. With one turn to go they signed a mutual protection pact with england. England was paying me collectively about 200 gold / turn, and I was getting a luxury from them. I didn't want to spoil that, but I did anyways. after 2 turns I had all the cities on my continent, 2 very small islands, and one larger island conquered. My people went crazy. I had to back science down from 90% to 20%, luxuries were at 30% and I was still losing about 70 gold / turn due to the need for a LOT of entertainers.

The aztec's demanded combustion, and I didn't give it to them. They declared war. About 30 turns goes by with me losing all that money and getting no techs. I sent one army and took an aztec city, and then razed it. (this was mainly to get the heroic epic and military academy). I didn't want to send troops over to the other continent and risk increasing the war weariness even more.

I tried sending an envoy to the english, zulu, and aztec's every turn during this time and they would never talk to me. I researched one tech (genetics) during the 30 turn time span. finally england and zululand agreed to peace. I got 4 of the remaining 5 zulu cities in the deal. aztecs still wont talk to me, but my war weariness is gone. 4 or 5 turns go by, and then zulu signs a trade embargo with the aztecs vs me. all of a sudden my weariness jumps back up, even though all of my troops are still in my borders. (the aztecs did take 2 of the remote cities i got from zulu.)

I am going to win this game quite handily. I am probably going to revolt to communism in about 10 turns(after the last of the old zulu cities are starved down), mobilize for war, and conquer the other continent.

anyways, when fighting wars under democracy, does anybody know the specific rate that affects war weariness? I notice the more troops I have fighting, the worse it gets, but I would like to know more specifically how it works. Also, how long does it take for your people to calm down after one war, before you can start another?

I'm no expert on war weariness, but in a Democracy, if you have even one of your units in enemy territory when you end your turn, that will contribute significantly to war weariness. If you're bombarding with ships, move em into range, bomb, then move outside the enemy territory. If you fight a "cold war" like this, you may avoid crippling weariness for a while.

Unfortunately, it's harder to do this with land units, even mobile ones like tanks or cavalry, since you can't use roads inside enemy territory. It's best to make your land wars quick in Democracy.

Other factors apparently include how many losses you take; whether you win or lose enemy cities; happiness improvements; and of course relevant Wonders. Even with all the happiness and war-weariness wonders, though, I find it tough to undertake an offensive military compaign with Democracy. But the alternatives, monarchy or communism, mean your research grinds to a halt. A tough choice! Still, eventually you have no choice: your people become so unhappy that you can't produce units, so you have to switch governments.
 
It also helps to behave honorably, rather than acting like a weasel. Your own people rate you on this, as well as the AI.

Try waging war under republic. I was at war in my last game from 1715-1992 nonstop with 2 other civs and didn't have nearly the same war weariness problems as I would have under democracy. In addition you still have a decent science rate.

I had my numbers at 60% Tax, 30% Science, and 10% Luxuries. I was still making money and discovering industrial techs in about 8 turns a shot. 11 turns when I reached modern times.

The key is to have 4+ luxuries coming in, Wall Street, Suffrage, sistine chapel, police stations, and all happines structures in place.
