Warlords: Resource bug??

Hi!
I have checked the forum. I didn't notice anyone posted this.. In my recent game(Warlords) I built a mine on an iron resource but I didn't build a road to connect it. All my other cities were able to use that iron without the road connection!!!. There was no other iron resource in my empire at that time.. Checeked it twice!!(no trade also) Then I tried this with other resources....same problem.. However there are no such problems at Civ4....

Is the iron next to a river?

Hmm...good point... I actually don't remember the location of the resources if they were beside a river tile or not... I tried it many times but I will give it an another try (with no rivers around this time) when I get back home.. If that's the case then it sounds logical since rivers might be thought as part of the transportation network... I'll try that...thanks
