Warlord's Throne Retroactive?

Sometimes I hold off capturing a city for a turn or two if I might be able to finish Warlord's Throne, to make sure I get the 20% bonus rolling right away. In my current game I conquered a city on T63. Warlord's Throne completed T64, and when I checked I already had the 20% bonus. So, I am guessing that the game just checks whether you have conquered a city in the last 5 turns. Pretty minor thing, but I guess it means I was wasting time when delaying conquest in the past....

On Deity, I'm doing a semi-exploit where I just let a captured city fall to loyalty, then I recapture it. The whole cycle happens in 5 turns. So I just treat the 20% bonus as permanent.

And on Deity, I consider exploits fair game. The AI cheats, and your counter to that is to exploit the AI.
