WBS question

Is the World Builder a program on it's own or can it only be used when The game is also running.
In Civ 3 the editor was a program on it's own, but is it also possible here to just open the program(WB) and start creating a game??

Read the pdf, and you'll be able to create worlds/scenerios outside of the in-game editor.
