Is Zanzibar still a city-state? This achievement requires being suzerain of Zanzibar at the time you achieve a Religious victory, but I don't see them as an option in the City-State Selector? Am I missing anything?

I suppose to be really authentic, you could choose Zoroastrian as your faith too : )

EDIT: I don't believe a specific faith is a necessary component of the achieve.
