I propose to discuss the acceptability of cities claiming owned resources for celebrating the WLTKD.
It seems that this greatly strengthens empires with:
- Mausoleum of Halicarnacuss
- following the path of Fealty
And just all civilizations, because. cities regularly have high birth rates, even when the empire is in discontent.
After turn 150, it's easy to get access to almost any luxury resource just by buying it. The exception is luxuries like glass, jewelry, or porcelain, which only a few city-states have and are highly competitive (and I don't remember my cities requiring glass or jewelry). And all cities celebrate WLTKD every day.
Also, getting WLTKD so easily devalues the uniqueness of the Circus or Church, which can be used to forcibly reset a required resource if it is too hard to get.
