Weakest [Unique] Units and Buildings?

Conqs definitely do not need powerups, and baray too.
America, i think, should remain as it is to, to represent it coming to greatest power in the modern age. Maybe mall should give +25% gold.
And Russia should definitely have Labor Camp instead of Research institute, replacing Jail and providing +25% hammer boost or something like that (and additional +25% boost under slavery)
however, i just so much liked the idea for a Khmer unit to be "double unique", both requiring rare resource and be limited to one nation. I think it would be more fair to power it up, say but giving it 2 FS's, for example

I guess that's still not as overpowered as the praetorian. First strikes make sense given that it has a giant crossbow on its back, but I think resourceless would be better for game balance. Both might be a bit much... hmm.

The Panzy (Panzer) needs something too. Perhaps an extra movement point or make it cheaper than a regular tank.
 
i think splitting Panzers's 50% bonus into +25% +ambush would be enough.
They would retain their value after being upgraded to MAs

That would be better... but still... how often do you see tank vs. tank battles? :confused:
 
i had pretty much MA vs MA battles in a monarch game as stalin.
but yes, AI's have few tanks generally, i think because no unit can be upgraded to them.
 
Let the Roman Forum get a free merchant along with it's +25% GPP bonus. That would make it a good UB IMO. Nerfed by the fact that you don't want to pollute your GS Farm early on, so you won't get that +25%GPP in your GS Farm.

Then again, would it make the Forum too strong?

As for the UU, give the Bowman an innate Drill I promotion. As it's pretty weak right now IMO
 
Giving Panzers 3 moves would be way too overpowered. I remember a game in Civ 3 as Germany where their panzers had 3 moves. I just marched through everyone like a warm knife through butter. For some reason, with railroads and cultural borders, it worked out that nearly all their cities happened to be within 3 spaces from a border, so I ended up wiping out a fairly large empire in probably less than 10 turns with my stack.

Although that may not be that different than what the panzers actually did, it still seems too strong. Give it mobility to start with, and then I think it would become more valuable. That'd give the Germans a fast moving tank that upgrades to a fast moving modern armor. Or according to the wikipedia article on them, make them cheaper, faster, and less powerful than other tanks. So, make them 26 instead of 28 strength, have them cost 10 hammers less, and give mobility/have them ignore terrain movement costs.

What?!? German Panzers were outrageous tank-killers! Particularly the Tiger and Panther(:confused:), which were expensive and tough to produce. They crushed the M4-Sherman, which just sent groups to attack. They only lost because they were tough to produce, and the Sherman flooded into Germany.
 
Well, looking back at the article, the first German tanks were your light tank, cheap and slightly weaker than others. Then the later ones were heavier and stronger. Depends which version the "panzer" in the game corresponds to...
