i'm not sure if this has already been suggested, but i think the next Civ should incorporate weather, i haven't really fleshed this idea out (and would like to hear thoughts from others) but as a brainstorm:

- Random "Ice Ages" -- where most of the globe is covered in Ice or snow -- newer bonuses would emerge during this time (perhaps polar bears) and others would disappear during this time period. Sea travel would be limited to those waters not frozen. Perhaps only certain units could travel long distances between cities. This would force players to be strategic during a time of limited resources.

- "Rainy seasons" / Floods / Tsunamis / Tornadoes / Hurricanes / and other natural disasters.

- Global warming, melting ice caps, some parts of continents submerging, other areas drying up (bonuses drying up)

Anyways, these are some initial thoughts.
 
I don't know if all of it is practical. The last ice age lasted far longer than a civ game ever does. Most of the other stuff wouldn't be practical due to the fact that a turn, at minimum, is 1 year on the default calendar and others may not work for the epic game. However, a seasons mod could easily be created (incidentially, I now feel inspired to create one). Then it could probably be extended to include random weather events.
