Why does the well provide a production bonus that is not available to fresh water cities? What sense does it make realistically? Is it better gameplay wise? In the spirit of making the game more intuitive, wouldn’t it better if it only provided the food bonus that fresh water cities get from the start?

Fresh water cities get the Watermill building, which gives more production.

Yes there is the water mill, but 1/ it comes later and 2/ it makes sense that freshwater cities get some more advantage.

It is a bit weird that well is better than watermill. But there are benefits to fresh water later on so I think it is fine.

I think well is much stronger than watermill, especially for tradition satellite cities which will not have watermill for ages. You don't lose a thing by settling by a lake.

I also wouldn't mind if freshwater Cities would get more bonuses, especially coastal cities are often quite sparse on production
