I know you can have two watermills on the same section of river, but sometimes I have an L shaped river and place one mill on the inside of the L and the icon shows on the southern river, yet I can't build another mill on the western side of the river. However sometimes it lets me build on that spot, it seems glitchy or random. Here's a screenshot example of what I'm talking about.
