What blocks my access to the resources?

In a recent game I had two cities on an island but on the main land I had no access to the resources of the island (marble, iron, ...).
I had roads, coastel cities, no cultural gap, sailing - what else could prevent the access to the resources?
 
An enemy ship blockading your ports?
 
privateers are the only units to gain +gold from blockading, but
every naval unit (except workboats and caravels) can blockade.
 
Galleys/Triremes can blockade but Caravels can't.

I think that if the cities have coastal only trade routes you can gain gold from the blockading. Not sure on it though.
 
Ah ok, there are where two enemy triemes at my coast but not directly in front of the two towns. Is this sufficient to blockade me?

Are there ocean tiles separating the mainland and the islands? Without astronomy, you'd have had to have the ocean tiles inside your cultural borders to settle the islands, and I'd have guessed that they wouldn't block resource access if inside your borders, but that's the most obvious solution that occurs to me.

EDIT: X-posted with your triremes post. They may not even need to be blockading, if they're blocking the only sea lanes from the islands to the mainland. Check your cities to see if you can work ocean tiles within the triremes' blockade zones. If so, they're blocking sea lanes just by being there. If not, they're blockading. Either way, it sounds like you need to get rid of them.

Blockades are effective at a range of 3 tiles from the ship so the triremes are close enough if they are blockading.
 
don't remember exactly, but blockading radius is quite big, something about 5 or 6 tiles.
afair the blockaded area is highlighted grey when you choose any naval unit.

This is strange. After building a fort on the island I gained the access. Are forts better than a coastal town? I don't get it.
 
maybe that fort didn't get blockaded, as your coastal towns were? they are no better, but they do act as trading ports.
 
Can you post a screenshot? It seems like, as nanomage said, the fort gave the island a trade outlet not blocked by the triremes, and if thst's the case it can easily be determined from a screenshot.

Blockade radius is equal to the ship's movement speed, actually. I.e. a ship with 4 moves per turn will blockade everything within 4 tiles.
