What causes empty archives when extracting rar/zip files ?

Maybe someone can explain why some extracted zip/rar files create an empty archive while it's clear (file size) that there has to be content.
Is it the rar/zip verison (old/new) ?
Has it anything to do with free versus full paid version of the rar/zip software ?
Or was the original file not a rar/zip file, but has it been renamed to rar/zip ?
 
.zip is a windows format, you pay for it when you buy Windows, personally I've used filzip, for other compression technologies, without problem.

That's in no way accurate, zip is (more or less) a free and open format that has no relation to Windows, you don't pay for it, and build-in support is present in Windows, Mac OS, and most free operating systems.
