WHat cities to build workers at start?

Which cities do u use to build your workers at the beginning of the game? Capital? High corruption cities? Which cities do you build them so that it wont reduce the growth of your cities?
Also, when do you start pumping workers?

I usually build them in one of the first 5-6 cities that lacks high shieldproduction and access to river, I let all my river cities grow without "disturbing" them with workers or settlers unless I have planned a settler factory.

I usually pick one of my first 4 cities to build them. It generally does not have any bonus grassland in its radius, and is usually not near a river. I'll start pumping them out A.S.A.P. You need those workers as fast a s possible to get the full effect of them.
