What Civs to play against when playing as Ceasar on TSL Map?

So I know there's a ton of TSL map lists that people have made to try to balance the map. But I think this should have a twist...

Yet another Earth map giant settings, and Historic pace (a mod to slow tech speed but not production speed for bigger armies)

I'm playing as Rome and I want to conquer most the known world by the renaissance. And I want to conquer the world in the industrial age.

But when I play with random Civs I find that Europe is often UNDERpopulated and it's no fun popping more and more settlers rather then beating other opponents for there land.

So who should be my 18 opponents to give me a decent challenge in the classical period in Europe but not so unbalanced that a runaway has too much space to grow in Asia or America. I also feel like certain rivals should always be around like

Carthage
Egypt
And Greece

Who else should I choose?
 
Here's a possible list (though, if your computer can handle it, you should definitely go up to 22 civs):
1) Greece
2) Byzantium (might as well reunite the Western and Eastern Roman Empires, right?)
3) Egypt
4) Carthage
5) The Huns
6) The Celts
7) Germany (for the Germanic tribes)
8) Spain (for the Iberian groups)
9) Persia (for the Sassanids)
10) Russia (need someone to cover this part of the world...)
11) Songhai (see above)
12) Zulu (see above)
13) Ethiopia (to represent the peoples in that area of Africa)
14) India
15) China
16) The Mongols
17) Siam
18) And then some Civ for the New World. If you go up to 22 Civs, put in the Maya/Aztec, The Iroquois, The Shoshone, The Inca, and then Polynesia.
And I think that'll make for a pretty good game!

Agreed, although you definitely need to add France (Gaul).
