What decides what to vote in Apostolic?

What decides what the vote will be about with the Apostolic Palace? I mean, the choices you get to choose from if you own it.

Sometimes a vote for something I could use is never a choice, but in the game I last played I got to decide a dpilomatic victory and won with 26k+ points since it was so early in the game. (Amazing for me, because at noble where I play I rarely get much more than 2k score.)

Just curious. Would be kind of nice if I knew what caused it to allow me to vote for a diplomatic victory. Those are pretty easy to win even if no one votes for you, if you didn't spread your religion around much.
 
You can only win an AP diplo victory if every civ present in the game has your religion present in at least one of their cities -- it's actually quite a bit harder than it appears (i.e. not going through a 'back door domination' type of thing.) Sometimes e.g. you can't get open borders, other times they're running theocracy, not to mention keeping other civs happy enough with you to vote for you in the fist place ....
