What determines how much EXP Military CS units come with?

When a military CS gifts me a unit, I've noticed that sometimes I can select promotions for that unit and other times I can't.

So I have two questions. One, when a military CS gifts you a unit, what determines which city that unit is sent to, and what determines how much experience that unit has?

I mean, I figured it would depend on what promotions buildings lie in the city that the unit is sent to, but that still leaves the question of what determines where the unit gets sent to.

the units are sent in the city nearest the CS
about the experience i don't know exactly if it depends on which buildings you have in that city or the city state has...

The exp is apparently determined by the military buildings in the cs such as barracks or armory. The city in which the new unit will appear i have no idea or hardly gave any mind to since gifted units from military css become useful when in war or when theres barbs.

I have noticed that the more gifts I give to an ally militaristic CS the better units they gift, like reddishrecue said it has to do with what upgrades they have in the city. I am assuming my gold to them is being put to use by that notion.

I am going to have to try this, as it seems very random to me if a CS will have barracks or armory.

Once I notice a CS gifting units w/ xp, I make staying allies with that CS a higher priority. I do notice that sometimes the xp improves, so maybe that is correlated with my additional gifting?

I think it's based on military buildings in the city state itself, and the unit spawns at your nearest city.

I wish it was based on era like cultural and religious city states so for example units gifted in classical/medieval would have 15 exp, in renaissance/industrial 30 and in modern+ 45.

Yes, that is correct. But is there a way for the player to influence that? Or even some telling indications? Are their buildings the player can spot? Is there a way for a spy to view the CS city screen (like they do when planted in an AI city?)

Correct. The spot does not change, so long as the spot is not occupied. I like to built a road on the spot.

    That would be nice!

I heard about a "hidden" feature regarding Siam, gifted units would start with extra XP (like 10).

Usually I don't rely too much on gifted units, except the UU. I prefer build my own military, since I have barracks/armory/national epic quite early.

Well it probably is to some degree, considering that barracks, armory and military academy become available at different points in the game.

With that said, I think gifted units coming out with 45 EXP is a little OP.
