What do i need to buy in order to mod civ6?

I want to experiment with modding this game. Do i need to buy base game, base game + rise and fall, or everything? How these options differs from one another? Thanks.

The modding tools and assets are two separate download unlocked on steam (tools section) when you own the base game.

You may not need R&F or the DLCs to make mods compatible with them, but of course it's better to have them for reference.
