What do you do when you lose?

Are you supposed to play until you have literally lost, or can you retire when it is hopeless?

I suppose, but haven't been there, that if you down to one city that is totally surrounded w/o hope, you might at least propose to retire. In a PBEM/PitBoss game, that would speed up the game and not necessarily affect the balance at all. There are situations that an attacker may take 7 or 8 turns to finally take your last city (just to make sure the force is overwhelming and the walls are down), and you will have to log in and push EOT 7 or 8 times.

Personally, I would allow someone to opt out in this situation if they really wanted to.

Depends.
If you quit after you lose 1 city, but you still can build / get reinforcements, than quitting is very ennoying, just because your chance to win is diminished.

If you quit after a lost attack you shouldnt quit, same as above. Plus your opponent wants revenge.

If it is obvious for both parties that playing on no use has, quitting is ok.

If you can only camp in 1 city, it would be even apprecieated by the attacker if you quit, because ai is stupid. However, it is fun to hold on as long as you can.
