What do you want the double civ DLC to be?
I put down ten options with civs I thought they might put in in combinations with a common theme and tried to think of some maps to go with. Here is the reasoning if you want it:
Spain + Portugal Iberian nations. Iberia maps and maybe even some south america maps.
Spain + Netherlands Renowned colonial powers. Dutch more known than Portugal.
Portugal + Netherlands Legendary explorers?
Inca + Maya Native American civs that didn't get city states.
Inca + Ethiopia Wild and exotic empires. Ethiopia has more history than Zulu.
Inca + Zulu Wild and exotic empires, Zulu are more well known than Ethiopia.
Ethiopia + Zulu African empires. Mali not included as Songhai has their city names.
Carthage + Celtica Enemies of Rome, or general classical theme. Meditteraenean maps.
Viking + Mongolia Warlords. And I couldn't fit them in otherwise.

I decided to ignore Korea because Seoul is a city state and I think if they are going to replace certain city states with civs they wont do it so soon.
Basically I think they have already decided what the double civ pack is going to be and they wouldn't make Seoul a city state if Korea was to be a civ right away.
 
As bjbrains said, Spain + Inca would make sense and both Civilizations would be well deserving of being included. It'd be nice to get some more Civs from the Americas/Africa, though this one does have a common link which would make sense.
 
Mongolia first and foremost. I suppose being packaged with the Incas would be best.
 
I think it would be a bit odd to have still-existing nations in that zero-day DLC. If it's Spain and Netherlands (currently on 2nd place in the poll), then I'd expect that to lead to a mixed reaction among fans in this country. Some would probably appreciate that they are able to play as "their" country at all, but other would ask why the have to pay extra money for "their" civs while others don't need to. In a time of optional DLC, this question gains a bit more weight than in a time of large expansions which people usually get anyway.
 
Have the Netherlands ever been in civ before?

I voted Vikings and Mongols, but The Spanish and Inca would be great too.
 
I only expect Portugal as a civ in the second x-pak or somewhere around that time, even if in a DLC ... as usual :cry: Most likely with a questionable trait combo, naval and highly dubious potential UUs and very bad UA based on a not so well thought 2nd x-pak building. It's already a tradition in civ games ... ( I would love to put a sarcasm sign in here , but I can't honestly put one :cry: )
 
My original thought was Spain and Inca and maybe some kind of new world map pack. I could also see Spain and the Dutch (with a map/scenario representing the Dutch fight for independence).

Maybe Mongols and the Vikings (Barbarian pack!) or Mongols and Korea (more logical with the map pack).

Basically, the Spanish and the Mongols strike me as the most likely, but good business sense would be to pair them with someone else to encourage you to buy more DLC.
 
My finger slipped and somehow I voted for the Inca and the Zulus, instead of Ethiopia. I hate the Zulus on this - Shaka always somehow wrecks my plans. Aside my personal feelings, I think Ethiopia will offer more than Zululand anyway who I generally see as being an African variant on Monty or GK (who I am expecting to turn up at sometime as a warlike Asian Civ to contrast the others).

Spain / Inca would be good too, though I suspect that it will eventually be Spain / Maya owing to the hype thanks to 2012 being around the corner...
 
I don't care what the other civ is, I just want to tap the power of the horde in Civ V with the Mongols!
 
Mesoamerica: Maya + Inca for sure
Asia: Mongolia + Korea for sure
Africa: Zulu + Ethiopia/Carthage? (not sure, Zulu for sure and Carthage is more powerful but the Carthaginians were from Palestine)

I definetely want and expect these. Maya + Inca were both great Mesoamerican nations, and Mongols conquered almost all of Eurasia. Korea was and is an advanced and wealthy nation, as well as fitting the Asia map well. Zulu were totally insane and even managed to beat the British for a while.

Spain also has to be added in at some point. I don't think Vikings or Eastern European countries will be added as they are already city-states, so one of these:

Mediterranean: Spain + Carthage
Colonization: Spain + Netherlands

I don't think Portugal is quite as important as Netherlands or Spain. Sorry Portuguese people. They had great explorers but a smaller, less influential, and shorter lasting empire than Spain. Spain was an enormous empire, the first to discover the new world, and Spanish is one of the most spoken languages in the world. The Dutch on the other hand were socially ahead of their time (had a free-religion, capitalist republic in a world of absolute monarchs) and possibly the greatest economic powerhouse the world has ever known, as well as bringing all of the luxuries of other continents to Europe.
