What do you want the double civ DLC to be?

More productively, Spain and Portugal. My first thought there was a new world scenario, but actually, a Reconquest of Iberia scenario would be cool.
 
Spain should be in before any others I think. And the notion of a map pack suggests Inca comes along for the ride too.

Vikings/Mongols/Zulus are names for biker gangs, not civilizations :D.
 
While Vikings are misnamed, a Scandinavian civlization representing the Norsemen Viking raiders, the Kievan Rus, and the Empires of the 10th and 11th Centuries of people like Cnut certainly deserve representation. Part of me would love to represent the Swedish empire of Gustavus Adolphus as well in there somewhere (maybe the Berzerker UU, but a later, more Reformation era Swedish building).

Mongols I understand, but have absolute mixed feelings about. They do hold title to the largest empire in history. That's something that shouldn't be forgotten.

The Zulu specifically don't have much (the Bantu population migration in general is impressive, but that's too broad for Civ standards). That being said, they can be fun. I could see them adding them later just for variety (add them with Polynesians to really piss people off ;) ).
 
The Scandinavians certainly had some marvelous kingdoms and culture but what they were really famous for was the Viking Age; that's what captures peoples' imaginations. However, most of the concepts in Civ V like wonders, social policies, and advanced technology and spirituality are completely beyond anything the Vikings, Mongols, or Zulu achieved during their 15 minutes of historical fame. I believe the developers sat down and said, "The game is Civilization and the goal is to build a civilization that stands the test of time; so... why would we put anything that is to the opposite to that in the core of the game?" (You could argue that war itself is uncivilized but there is certain brilliance that all civilized folk can admire in certain feats of war). If the developers want to bring the activities of these classic civs (they've usually appeared in previous Civ games) to the forefront of this Civ game, they will probably have to implement some other mode of play that allows for it, or relegate it to scenarios.

Also, the Germans in the game are similar to the Vikings in that they have a barbarous past represented (Furor Teutonicus) but they eventually overcome that and develop into a sophisticated society. Vikings/Scandinavians did much the same thing but... who cares? :D Good on the Swedes though.
 
Well, I would argue that, at the height of their power, they were more powerful than all of western Europe and showed signs of that civilization thing (consolidation of power in the form of empires, a hereditary monarch who exercised central control, being a merchant/trading power instead of just military).

When they integrated themselves into Christian civilization, however, they had already declined. No one can claim that the Swedes, Danes, or Norwegians ever had as much influence in their post-Viking days as the English, French, Dutch, Spanish, Portuguese, Russians, or Germans (with Russians and Germans varying depending on the specific period). They are relegated to Poland status (important and influential, but falling behind the first place leaders). I'd argue it is their status as Norsemen that set them apart.
