What does "Amenities from Entertainment" mean?

I've read a bunch of stuff about Amenities and I still don't understand what the Colluseum's "+3 Amenities from Entertainment" means. Is it just fluff, telling me how the Amenities it generates are produced, or does a city require another source of Entertainment in order to benefit from the Colluseum's regional bonus? If the former, that seems unnecessarily confusing, if the latter, how do I see if a city has Entertainment available?

Just fluff telling you the amenities are coming from entertainment rather than luxury resources.
