I've known about the rate of fire option for a lopng time, what I haven't known, is how it works, or what it does.

Could someone please tell me how it works??

Tells how many times the artiller in question gets used...artillery and radar artillery fire twice, so can hit multiple times, essentially. It appears to work as doing two damage instead of 1. If fire rate = 3, I believe, then the artillery in question can do lethal damage.

RoF is the number of "dice rolls" a piece of artillery gets. 2 RoF does double damage, on average. On defense artillery only gets 1 dice roll regardless of its RoF.

Lethal bombard is totally different, it is a separate flag you can set in the editor.

Basically, lethal bombard lets you inflict damage on units w/one damage point. Killing it.

Lethal bombard requires multiple artillery units to kill a particular unit unless you do something evil like increase the ROF for a particular bombardment. :D

Rate of fire detremines the maximum number of hitpoints an artillery piece can take off a unit.

Thanks, that makes things a lot clearer now!
