I'm playing with the current release (not the beta) - so 2.91 + 1.73... and when I look at Equestrian Guild in the civopedia, it says it consumes nothing, produces horse.
Having built it, I see somewhere else that it claims to generate income for every horse resource (I think that is the tooltip for creating a Master Equestrian).
In the equestrian guild icon in the city manager, it says that it produces 4 hammers.
It doesn't seem to create a horse resource, or allow host city to build horse-based units.
So... what does it really do?
