What happens with the UN if only 2 civs are left?

In my current game, there are 4 civs left (soon to be 3). I have the UN and was wondering if I knocked out two of the last civs, so there is just me and Germany left, what would happen if I hold an election? Do I get the tie-breaker because I have the UN? Or is the election even possible then? I have one continent (about 50% of the total land), and the other continent has the remaining civs (very war-torn area, with lots of empty spaces in between cities), with just 3 cities of mine on the luxuries I need with airports in them. I know I could get domination, but I want to drag this game out (milking the score), and possibly hold an election if Germany were to get too far into the space race. Going for conquest would take too long since this is a huge map with 80% land (Germany has like 75-100 cities). Plus if I start knocking out German cities I will probably trigger the cultural victory. I don't have 2x Germany's culture, so that's preventing the 100,000 cp victory.
 
I think election is possible even with 2 civs left. You sure will vote for yourself. ;)
The problem is to make the other civ to vote for you. If you are advanced enough, give him/her some gifts before the election. You can give one of your cities maybe. :( But if you win than what is the importance of 1 city?) :)
If they vote for themselves, go and destroy them. ;)
 
AFAIK: At least 2 Civs will be in the running for the vote when the election is called. Each AI Civ will vote for itself. There is no tie-breaker, each Civ's vote counts as one. So to win the vote there must be at least 3 Civs left in the game. Also, if you've done a certain amount of damage to a rival Civ during wars, it will never vote for you, no matter how much you try to bribe it.
 
Even with 3 or 4 civs left in the game, it's possible to have inconclusive vote results, even if one gets a majority vote.

With 2 civs left, the result can only be inconclusive, I assume.
