What is government good for?

    What are, in your opinion, the functions or purposes of a government?

    Feel free to list as many as you think are good. I would be interested in a comprehensive list. No answer is a bad answer.

    This is a sort of an experiment I'm making. I hope you can help me in that regard :)

    Historically, regions without governments have been plauged by warring factions and invasions.

    The government is there to fight wars. Nothing more. If an entity feels that he is capable of defending his property without government help, then he should be given the right to refuse government pressure.

    Basically what storealex alluded to earlier. They are around to bring order out of chaos. The trick is finding the right point between chaos and absolute order.

    To tax citizens and to fund industries that provide services, but only those industries that suffer from Free Rider issues. Defense, security, justice, etc (fill in this list with any service which is better served through universal application: I include things like education, research, environmental regulations, etc.).

    1. What are "expenses?"
    2. What makes governments particularly good at funding science? Or are you only alluding to a particular form of science (e.g. basic research)?
    3. Why can't private citizens purchase their own luxuries and culture?

    The government's role should be to make sure that the citizens of any given adeministrative region are have the optimal oppertunities in any field, thus it's role falls to education, infrastructure, healthcare, wellfare and safety. The means by which it achives this are not too important.

    Besides security, infrastructure etc. one of the most important roles for the goverment is to secure that economic growth is possible, both now and in the future.

    As El_Mac said, government is there as a solution to free rider problems. In any case where an individual benefits from a group effort whether he helps pay the costs or npt, it is human nature that he will not pay the costs - nor will anyone else, thus there will be no benefit. Government makes sure everyone is paying the costs.
