What is known about saved games?

I have been thinking about the data structure of a saved game file. It is apparent from the saved games editor that the positions of units is clear in such files. I suspect that the map, which is included in the saved game, could be re-edited also. The game year is also adjustable in the saved games. But what about:

1) the placement/names of cities
2) diplomatic relations between civilizations
3) each civs acquired civilizations
4) the names of tribes
5) the contents of each city, computer-owned or not?

If these parameters were found in a saved game, it would be possible to create the first scenarios. For example, taking a saved game in the desired age, and recreating it according to these 5 points plus the aforementioned facts should enable the creation of a full, true scenario. If this saved game could be tied in with a civ3mod.bic file also, containing all the necessary rules for that scenario, pretty nice things could be done. One could make scenarios, but with two limitations if I understand it correctly: the number of cities or units of each civ couldn't be changed, but perhaps the names and types could. The rest (relations, placements, technologies, culture and city contents) should be adjustable. Does anyone know the status of these things? :jump:
