Minimum:
Each Base has 1 Scout Patrol & 1 Former. (so at least Normal "Support" is wanted)

Things to Build:
Recycling Tanks
Network Node
Tree Farm
Punishment Sphere
Etc...

Choices:
1. Gaian
2. Hive
3. University
4. Morgan
5. Spartan
6. Believers
7. Peacekeepers

Then go ahead and vote for them, if that is what you think...

However, the -Support they have, means -1 Production Net, if they have at least 2 units.

Also, describe - your thinking, too...

The Hive, seems like a Good choice, with -10% Production Costs; however, with -2 Econ, that translates into 1/2 production being lost AND you can BUY 1 production for every 2 energy; so, I guess if you have more than 5 minerals production at your base, then it is worth it... But, Are the Peacekeepers with (Golden Age), University with (Free Network Node) or Believers with (Support, into Growth with Democratic) a Better Choice for Production?

What Faction can best "Expand" with Colony Pods initially, and then develop Resources as quick as possible? (with Formers and Sea Formers)

Well, + Gaians start with Former technology. - No Free Market.

Spartans, do better than the Morgans in my opinion because -1 industry is better to have as a minus than -1 support, even with +1 Econ.

If technology had nothing to do with it, then, I would say Believers because they get +2 Growth by picking Democratic.

If Getting to Gene Splicing & Ecological Engineering ASAP is important, then University might be the answer to develop these resources.

I don't know how to Play BRO. Lal well enough, to maximize Golden Age, early on...

The Hive is a Good Choice, but I still don't know if 1 of these above choices are Better?!

My guess = a toss up between University and Believers?

Each Base has 1 Scout Patrol

If your 'builder' is practising ICS, and has a negative POLICE rating, then you don't actually need a unit in the interior cities.

I am assuming this builder is on a large landmass with no native lifeforms, nor other faction to oppose it?

ICS - infinite city sprawl, a tactic of maximum establishment of bases. (link)

that's a good example of ICS:

Where did you get this assumption from? I am assuming a "Normal Game" @ any difficulty higher than Citizen (because Citizen, doesn't disband bases from building Colony Pods at Size = 1, giving Morgan the advantage of just pre-maturely buying the Colony Pods and Expanding too Quick... also Free ProtoTypes for Everyone, even if you aren't the Spartans!)

After looking at all those terms... I, actually, am curious about a Democracy game, could someone set one up in the Forum? ( that would be neat! )

you will need 3-4 players (coming daily to the site for at least 6 months) and also a CMN for a SP Democracy game and twice or trice as much for a MP Dem game. :crazyeye:
try to contact vyeh if you think it's feasible. he has the experience of ACDG5&6 at Apolyton and he might be interested.

Then you're going to need a lot more than 1 former 1 scout patrol for each base.
and you may not need punishment spheres or network nodes or tree farms if the cities are specialised.

And anyway, it is entirely possible to have a 'normal' game where you start on a landmass that has no other factions. In which case military power doesn't come into it.

Each faction will thrive depending upon the start, but I'd say the hive is the most reliable builder faction.

Support is vastly overrated IMO. Moving from 0 support to 2 support essentially means each base has 2 additional minerals as long as it has greater than 2 units. A single supply crawler per base working a forest is equal to that. It doesn't hurt, but its not as powerful as the university's +2 research imo.

My pick for best builder is the University. The faster you get the resource restrictions lifted, the faster you can snowball. The free network node and +2 research gets you snowballing faster than anyone else. -probe isn't much of a problem if you're careful with diplomacy and scouting your borders, and the extra drones isn't as bad as it seems. Specialists don't have to be pacified, and you can use supply crawlers in lieu of citizens.

Growth: more of a Long Term Pick. (once a city Grows, then its value can be realized)
Support: more of an Immediate Pick. (new start-up bases quicker & with free resources)

Elliot: why do you compare support to Research? Democratic trades Support for Effic. & Growth! I Agree that Support has to be traded for that (eventually) ; however, first things first - 50 turns into the game, you have nothing but units, Primarily: (Colony Pods, Formers, Scout Patrols) and are developing as quick as possible. The Next 50 turns (maybe) Growth can be Prioritized after the initial bases are UP, in which case you have a point! Also, with Children's Chreche, no sacrifice is needed to get additional growth, maybe that is Better to have first, after Recycling Tanks, of course!

Also, I admit, still learning, but, I am not familiar with the Supply Crawler Strategy... but I say, if you can get extra resources by having them working the Forests, then it is a Good Deal. I usually just use them to help speed up Projects, instead of doing Stockpile Energy.

if you are still interested, we are talking SMACX Democracy Game here.
