What is the Congress doing?

Since the proposal and sponsorship stage has finished, I presumed there would be a short interlude for the administrative end of thing s before voting began. Yet it seems that the admin is dragging on, and the sponsorship is still ongoing.

could someone please explain what exactly is going on with the Congress at the moment? Is it due to the size of the 4UC integration that things are a little different and if so, then how are they different? When will the voting be open? Are proposals still being sponsored?

I’m not trying to be annoying, I’m just a little confused about how things are proceeding at the moment.

Yes we are having this "special session" so things are slightly off timetable.
We are currently in a special counterproposal phase, see this post

Voted for and sponsored doesnt garantuee that code will happen, sometimes things dont get done, ppl are too busy irl, promise more than they can or have time for etc not a common occurance but have happened.
