What is the correct encoding for Python files?

What is the correct encoding for Python files in BTS/RFC please?

I'm trying to edit the RFCEMaps.py file in RFC Europe. I get error messages that I suspect are caused by an incorrect language encoding.

These files should be encoded as UTF-8 without BOM and using CR/LF as the end-of-line marker...or that is how the core python files in BTS are encoded on my system
