What is the most shields you have ever get in 1 city?

My best record is 196 shields. I think it has iron work, nuclear plant, factory and manufacturing plant. It has no city overlapping, and half of its city radius are hills. It builds me an ICBM in 3 turns. In the end of the game, I have like 100 of ICBM.

Ohhh, tops my records I must admit. I can get cities with massive production, but I have only build Iron Works once, back with PTW. I obviously build Nuke plant, Factory, man. plant. Iron works is fairly sweet, but fairly tough to build. My best city site had sugar hills, bonus grassland with cows, some tabacco, and a luxury I believe. It wasn't my capital, but it did have the SPHQ.
