The Oedo year is named after (can you guess?) Oedo. He's the one who found that the pattern for the years that you can change governments in.
It's in the War Academy. It makes the Statue of Liberty almost useless (unless you want to change to a government you haven't discoverd yet).

In short:you can hold a revolution whenever you want,but certainly have noticed that sometimes it takes 1 turn,sometimes 2,sometimes 3 and sometimes it is instant.
Why?..because there is a pattern.Starting at 4000bc,the pattern is xxx0.So,3850 bc is the first year a government change can occur.Next is 3650bc,then 3450bc,then 3250bc...etc.You must hold your revolution,the turn before an oedo year.IE...next oedo year is 1450bc.Revolt in 1500 bc.
An instant revolution is acheived by discovering the new government tech on an oedo year.Say yes to the revolt and poof.
The actual turns will change as there are differing #s of turns on different levels and map sizes but the pattern is always the same:xxx0
