You are going to have to clarify. Asking us to rummage around some screenshots to spot the issue that you find annoying is unlikely lead to very speedy help.
From your post, it sounds like your problem (whatever it is) only happens when loading modded game saves. Have you confirmed it doesn't happen when loading unmodded game saves? If so, it's pretty obviously a mod problem. What mods are you using? Have you tested removing one mod at a time to see which mod (or mod conflicts) are the problem? Have you checked the Creation & Customization forum and Steamworks threads for those mods to see if others are reporting the same problem(s)?

These are the mods i used and the save file. im currently testing to find the cause.
I dont really know wich one is causing it yet, i used to have this issue before i reinstalled the game and one of the mods i thought causing it then doesnt seem to cause it now(View attachment Andy Caesar_TURN 168.CivBESave)
