I have never liked the militaristic victories hence why all the militart heavy civs are at the bottom. I've always been a culture victory fan but since there really aren't many culture heavy leaders I went for the very urban heavy leaders because planning out cities is going to be great in this game with the new district system. After my first two games i'm going to jump to the very diplo/infastructure heavy civs to play around with the changes to those systems.

Here are some of the combos i'll be quick to try out if anyone wants some inspiration, https://docs.google.com/document/d/1ZQrx1bHyyl-b_OjLwueMQ_OkZdmENZGxUieuEpxjUyE/edit?usp=sharing

Pachacuti is first, because I am currently planning to do a Mississippian > Inca > Mexico run first, and I think he is best suited for anything involving Inca in a full three Age game.

After that is the Diplomacy-oriented leaders, plus trade-oriented Xerxes the Achaemenid and Isabella with her Natural Wonder ability. Following them, the other leaders with abilities that aren't mostly war-oriented.

Then Charlemagne, the most interesting of the war-oriented leaders. And then the rest of the warmongers.

Yep Napoleon(s) isn't great. Just only war oriented abilitie, and not the best.
While other militarists have something to prepare for war.

If the mix and match leaders and civ switching still allows, the first few games will be full random.

If not, I'll go with Xerxes TA for a trade and builder game, or with the most flexible leader, Ibn Battuta, for a less predetermined game.

Here's an overview of all the leader bonuses confirmed so far. Maybe it will help someone to choose.

Lafayette for me I think, unless one of the remaining leaders to be revealed really surprises me!

Then I will be keen to play Tecumseh and Ibn Battuta.

Oh I'm without question playing Charlemagne first. I don't know about the Civ, I might just go random on that one and see where it takes me.

Hatshesput, Ibn Buttata, Lafayette, and Amina are my top 4 picks.

I want to pick a character leader fit for the new mechanics and can't decide what this new mechanic is actually going to be.

Hatsehsput is the exception, since she and Egypt are naturally Wonder Builders and that was my first game in Civ 6 (Qin Shi Huang), so I want to mimic it.

I hope we can play random leaders but pick Civs once we have a leader.

Emperor Napoleon -> (Roman, Norman, France) First Game
Second Game: Layfette -> (Greek, (see what weird civ I could possibly unlock like Chola or Ming), America
Third Game: Machiavelli -> (Han, Mongolia, Qing? Russia?) may see what modern civs I can unlock otherwise.
Fourth Game: Isabella -> (Rome,Spain,Mexico)
Fifth Game: Franklin -> (Egypt, Abbasid, America)

I probably won't follow this verbatim or keep to the timetable but I know my first game will be Emperor Napoleon with those three civs.

Nice table!

However I think you should add the starting bias also, as they can be, for some leader, as much part of their power than the rest. For example, Isabelle has a "natural wonder" sarting bias, which means she has a high probability to begin close to one, leading to a potential great start.

Emperor Napoleon sounds fun, you WANT to have bad relations with your neighbors (he gets bonus Gold per Age for every leader he's Unfriendly or Hostile with ). It is refreshing, compared to the hardship you pass through to maintain smiling neighbors in normal games^^.

Yeah, I'll get to that eventually.

The AI always hate me. and If I play with friends, they hate me more! So its a win-win in my book! Finally, I can get paid for being the world's supervillain who settles "friendship" cities right next to people I will invade trade with!

Ben Franklin and Greece to see how the new diplomacy feels.
You could try to pivot that into Shawnee too because both recieve bonuses from having city states suzerined. Mawaskawe's culture per city state alongside the first tier of Greece's Eklessia civic means double culture from the same source.
