What leaders would you like to see in Civ7 that have not yet appeared in a Civ game?

With non-state leaders now being able to become leaders, there are a lot of leaders that are brand new to the series that have not yet appeared in a previous Civ game. Given this what leaders would you like to see in the game that haven't yet appeared in the series at all?
Some that I would like to see are Kaleb of Aksum, Ismail I (of the Safavids), Timur, Mahmud II, Oranmiyan, Marcus Aurelius and Yaa Asantewa.
 
I've said it on here before but Louis Riel. I don't know if he counts as non-state because he lead a government even if it didn't get full recognition. He'd make for a good diplo leader with some cultural aspects on the side
 
I've mentioned elsewhere I'd like to see Ferdowsi. In the "never going to happen" category, I've been a long-time proponent of Sorghaghtani Beki, as well. And Esarhaddon and Enheduanna are my Mesopotamian leaders of choice.
 
Eisenhower in a future dlc. China had 5 leaders in Civ 6 so I reckon after 3-4 years there’s a possibility of another American one. I would have rather had him than Tubman and Franklin plus that would have saved up a slot for a non-American leader.
 
The highest ones for me (not counting leaders that would overlap with already included names)

- Taytu Betul - Menelik II is the best Ethiopian ruler ever, and his spouse played a huge role in that. Tough as nails negotiator. Also the founder of Addis Ababa.
- Tamerlane - Huge personality, arguably a Civ-less leader, could be a great alternative to Genghis who isn't in yet
- Alfred Nobel - Slam dunk entrant for me. Great option to separate the Nobel Prize abilities from the Swedish Civilization.
- Nur Jahan - a great opportunity to have both Persia and India represented by a woman, fascinating personality in her own right
- Vlad Tepes - Romania is one of those "Civs you'd include purely for the leader" choices, and Dracula himself is screaming to debut for obvious reasons
- Zenobia - Similarly, Palmyra is a Zenobia Civ, rly, and the system allows for Zenobia herself to be added without her short-lived empire.
- Arwa al Sulyahi - Queen of Yemen, the ONLY annointed muslim queen in history and a very good one at that.
- Edward III - one of THE best English kings in history and criminally overlooked because England is stacked with great options.
 
- Tamerlane - Huge personality, arguably a Civ-less leader, could be a great alternative to Genghis who isn't in yet
- Zenobia - Similarly, Palmyra is a Zenobia Civ, rly, and the system allows for Zenobia herself to be added without her short-lived empire
Those would be my picks too, for the same reasons

- Arwa al Sulyahi - Queen of Yemen, the ONLY annointed muslim queen in history and a very good one at that.
I've cooled down on Arwa al-Sulayhi. It would've been cool to see her in previous civ games where it would've meant getting both Yemen civ + Arwa leader combo; if we ever see Arwa it would most probably be without a Yemeni civ, and that just feels underwhelming for me, like getting half a slice of cake when you were expecting a full one, I'm too grumpy to accept the half slice

In previous iterations of Civ, I suggested she be attached to a broader Aramaic civ, but she seems like an incredibly obvious choice now that she doesn't even need a civ. (I'd still happily see her added alongside, say, a Nabataean civ.)
 
And Esarhaddon and Enheduanna are my Mesopotamian leaders of choice.
Reading The Other Ancient Civilisations to give my eyes a rest between essay-writing and came here to say Enheduanna seems like she could be a very interesting leader but I see that's not an original opinion :P
 
Since Enheduanna's portrait is pretty generic/iconographic...bonus points for giving her Puabi's bling.

Louis Riel leading the Metis with an Anishinaabe civ that can lead into it would be perfect for me. Anything else would be cool to have, but I think that is the only leader or Civ that I actually care enough to want in the game aside from Canada itself.

I made a whole Metis concept on the ideas tab here and I envisioned him being the leader for them.
