What makes an AI want a city?

I mean, obviously other than the one in the path of the AIs uberstack :crazyeye:

I recently found myself in a situation where I conquered all of Russia - razed a few cities, but still found myself uncomfortably cash-strapped.

Now, I could have stopped conquering halfway through Russia, but that would have left me with residual Russian culture in all my conquests and that annoying longing to join the motherland.

I could drop my science rate even further, and whip out some courthouses, but that takes time, and even courthouses don't eliminate maintenance costs.

So, I hit on the idea of giving some of the furthest former Russian cities to other civs. Say, one each. Annoyingly, I had fairly few takers - the option was redded out for almost all cities. Even ones that weren't particularly culturally threatened.

So when will an AI accept a free city? I'm guessing they'll take one near their borders, or a big one, but that doesn't always seem to be the case. I do know that they're always willing to get one of their former cities back. :lol:
 
Oh, and parenthetically, I've never been able to effect a city swap (offering a city, even one of the AIs former cities, and asking "what will you give me for this?"). Anyone pull this off? If so, what were the circumstances?
 
Im new but i'll guess there are some factors at play here .
Im think sometimes an A.I. will take a city from you if it has a positive cash flow and the city will not make them go negitive gold . Also your relationship with them if its good helps seal the deal .

Never had a city for city trade
