I mean, obviously other than the one in the path of the AIs uberstack
I recently found myself in a situation where I conquered all of Russia - razed a few cities, but still found myself uncomfortably cash-strapped.
Now, I could have stopped conquering halfway through Russia, but that would have left me with residual Russian culture in all my conquests and that annoying longing to join the motherland.
I could drop my science rate even further, and whip out some courthouses, but that takes time, and even courthouses don't eliminate maintenance costs.
So, I hit on the idea of giving some of the furthest former Russian cities to other civs. Say, one each. Annoyingly, I had fairly few takers - the option was redded out for almost all cities. Even ones that weren't particularly culturally threatened.
So when will an AI accept a free city? I'm guessing they'll take one near their borders, or a big one, but that doesn't always seem to be the case. I do know that they're always willing to get one of their former cities back.
