What ruler/civilization irritates you the most?

Personally, I can't stands the Indians. Gandi the peacemaker? Not in this game. His demands of tribute are always outrageous. Your rightful land? Whatever! Plus the Indians always do those little things like sabotage and forming pacts against my civ. Just wait until I have plenty of solar plants and SDI, then we will see how much you like cleaning up the pollution around your once fairly nice cities...

Them Persians always seem to build a lot of cities fast, which I hate because that will take more cleaning up after their mess (overlapping cities for example).
