What should Terraforming cost in Final Frontier Mod?

I am working on a mod that, among other things, will add the ability to Terraform planets into "better" planets. Trying to determine how much it should cost. I'm thinking it should be fairy expensive, but the actual value is not really that high when compared to nutrition facilities, except for the potential maximum output.

It should probably be the same as for habitation facilities, but this would probably be overpowered in some cases. Would it be possible to vary the cost depending on the size of the planet in terms of the population cap?

It would be possible to vary the cost based on size. But this terraforming doesn't change a planet's size or population limit, it changes the planet type. So a RED planet could be converted into an ORANGE planet which could then be converted again to a GREEN planet.

I know, I know, I meant by the size of the planet. But, isn't the goal of terraforming a planet to create something that is hospitable for life?
