What spells get boosted by combat promotions?

I know they buff summons by giving them empower promotions. What beyond that?

Do they boost direct damage spells like wither and crush?
Do they boost healing spells like, uh, heal?
Do they boost the success odds of save-or-suffer spells like blinding light and dominate?

It increses the damage, so it's for damage dealing spells like maelstrom, ring of flames etc.
