What the? Can you pillage enemy encampments?

I'm sieging an enemy AI in an early war on Deity, and they've just randomly put up an encampment that I can't do anything about. I can't pillage it and standing a unit on top of the tile does nothing. The tile itself doesn't even look like a finished encampment, but rather as an unfinished tile.

Meanwhile I'm taking massive damage from the encampment every turn.

So basically an unfinished encampment(an encampment that has just been started actually) is shooting my army.

What gives?

This happens to me all the time, in every game so far. I always do early city conquest and the AI's reaction to this seems to be to build an encampment. Since this happens to me every time I took it for a feature instead of a bug .
