What to do with England?

Well there are other promotions besides range and logistics. If you're getting such a ridiculous amount of promotions, pick some of the level 2 ones like cover. But part of the charm of the chukonu and longbowman is that they're spammable. You don't have to worry about cultivating heavily promoted elite units from the start of the game.
 
Based on my limited experience, I would say that it seems to me that highly promoted units have an advantage where there is a problem of space on the map. I never play Pangaea, so I'm guessing a bit, but maybe this is more obvious on a Continents map. Many of the cities will be coastal, so you can't get so many land units within shooting range. Being able to shoot twice per turn is probably quite significant in that case. I'd guess that it might be near impossible to take some coastal cities without the support of naval bombardment.
