What to do with the Great Scientist?

Werner Heisenberg came out of Barcelona, he can bulb Scientific Method.

Since we got the harbormasters quest, we need to delay those technologies until we got a big navy that can absorb all these handsome bonuses. Scientific Method unfortunately ends that quest and that positive effect.

Should we use him for Academy, Golden Age or something else?

We need to build as many ships as possible, Galleons and Frigates, so we can get those massive naval bonuses from winning the quest. We also need to delay researching techs that end the quest.

Harborsmasters Quest (7 harbors, we also need one in Babylon, we already got 4 caravels).

This means, we can get 1 gold per harbor (7 gold per turn for 7 harbors) or we can get naval units either combat 1 or navigation 1 promotions. Maybe Navigation is good, since we can move ships faster. Combat is also good, for winning more naval battles.
 
If we set our eyes to the west next, I would argue for Combat 1 because of the proximity.

For the GS:
I recommend settling him in Arete.

For the Quest:
I would recommend the combat promotion and the production of Privateers and Frigates until the Harbormaster quest is obsolete. We can then build Galleons without the bonus as they will be escorted by the Frigates.
 
Combat promotions, you rarely need to chase ships, especially in single player, and all our ships will get an extra boost in combat. BTW doesn't the effect of the quest appear on units built after the event has happened?

I forgot we don't have Chemistry yet to build Frigates and Privateers. Although if we go with my research plan

Economics--GP--Chemistry--RP--Rifling

we will have it in 16 turns at the present research rate. In the mean time our coastal cities can start production on customs houses after economics.
